How would you describe the purpose of the bill of rights at the time the u.s. constitution was drafted and today?

The Bill of Rights were a protection against a tyrannical government like that of England. It was a safe guard to prevent a tyranny within the new America. Today the bill of rights is used to expand additional rights and make sure that the rights promised are not infringed upon.
