The condition is called Meningocele. It is the condition where the membranes that cover the brain herniate through the opening of the skull. Meningocele is a birth defect where there is a sac protruding from the spinal column. The sac includes spinal fluid, but does contain neural tissue. It may be covered with skin or with meninges, which are the membranes that cover the central nervous system.
