why do you equalize the pressure of gas in the cylinder with the atmospheric pressure? (Would thed pressure be high or low?)

Equalizing the pressure ensures that the cylinder does not get crushed (by the higher atmospheric pressure), or deformed because of the gas escaping due to the imbalance in the outside and inside pressures of the cylinder. Equalize the pressure of gas in the cylinder with the atmospheric pressure ensures equilibrium.
