Perimeter of small garden = 2 * 9 + 2 * 3 = 24 feet
Perimeter of large garden =2 * 27 + 2 * 9 = 72 feet

Since the dimensions have been increased by 3, the perimeter increases by 3.
(If we were calculating area, it increases by 9).
