y = mx + b \\ (2) = ( (2)/(3) )( - 3) + b \\ 2 = - 2 + b \\ 4 = b
First, we plug in x = -3, y = 2, and m = 2/3. Then, we combine 2/3 and -3 to become -2. Then we add 2 to both sides, and we get b = 4.

The final slope equation is then:

y = (2)/(3) x + 4
Which is answer D.
