Explain why expanding voting rights to include more citizens may result in a lower percentage of turnout at the polls

Because the people that are now able to vote will probably not vote because they will think "oh someone else will vote" and not end up doing it because they will think "well last time they did perfectly fine without me" Also because the numbers are relative the more people that are able to vote that dont leave blank spaces which brings the percentages down.
