In Hard Times by Charles Dickens, the fact that the Government official is not given a name in the selection shows that he lacks Individuality. The thing that there is no name will really tell you that he lacks the identification of himself in the excerpt.

Many writers have used this technique,naming the characters by their profession only. This is done for few reasons, the main being to illustrate the lack of individuality of those characters, who have lost all of it and became only the image that their profession projects.
