For this case what we must do is find the equation of the circle.
The standard equation of the circle is:
(x-xo) ^ 2 + (y-yo) ^ 2 = r ^ 2
Where,
xo, yo: coordinates of the center of the circle.
r: radius of the circle
Substituting values we have:
(x - (- 3)) ^ 2 + (y-1) ^ 2 = 7 ^ 2
Rewriting:
(x + 3) ^ 2 + (y-1) ^ 2 = 49
