Answer: B. To strengthen the Constitution.

The First United States Congress met from 1789 to 1791 in New York, and later on in Philadelphia. The Congress consisted of the House of Representatives and the Senate. The Congress operated under the recently passed Constitution, and one of its duties was to strengthen it. This resulted in what is now known as the Bill or Rights.
