Do France’s universities provide scholarships for immigrant?

Yes, they do, for example, the Universeté de Lyon has a Masters scholarship program for international students who have a high-level academic record. They offer an allowance of 800 euros a month.
Even better, the Universeté Paris-Saclay offers masters programs for international students as well, offering 10,000 euros per year, and a max of 1,000 euros for travel and visa expenses.
Almost equally as good, the Grenoble Institute of Technology Foundation supports a scholarship program for international students who want to pursue a foreign masters at the Grenoble Institute of Technology. They grant 5,000 euros per semester.
