He faced the impressment of American soldiers by France during the Quasi-War.German immigrants took up arms against the federal government in Fries Rebellion.Congress was dominated by Jeffersonian Anti-Federalists who did what they could to put down and obstruct Adams’ policies.Adams felt as if he was being subverted from within his own Cabinet by Alexander Hamilton and the High Federalists.He was nowhere near as popular as his predecessor, Washington, or his VP, Jefferson, and his grumpy attitude made him significantly less appealing in the eyes of the public.
