How did President Kennedy respond to the information that the Soviet Union was placing nuclear missiles in Cuba?

President Kennedy made a plan of action to call for a naval blockade to enforce a strict quarantine on all offensive military equipment under shipment to Cuba and that the United States would retaliate in the event that the Soviets will make any nuclear attack from Cuba.

Kennedy chose to quarantine Cuba, it is sort of a checkpoint. The United States Navy would stop any ships going to Cuba, board those ships and check if they did not have any nuclear warheads. This is the least aggressive response to the crisis, If force is needed by the United States Navy, it was hoped that the Soviet Union would not attack the United States ships and start a nuclear war.
