Nixon established the policy of "New Federalism" as a means to give more political power to the state governments. Nixon felt that the United States federal government had too much power and influence over the matters of each state. He believed that ever since the programs implemented by President Franklin D. Roosevelt, the federal government was too big.

To stop these, he allowed states the power to make more decisions based on the needs of their citizens.
