The mean that they are People who are knowledgeable in the deaf world and share the experience of what it’s like to be deaf.

This could include people such as those who are deaf themselves, doctor that specialised in treating and managing deaf people, the parents that take care of deaf people, or experts that conducted through research on deafness as its subject matter.
