Explain the windmill controversy from Napoleon’s point of view

Napolean knows that if the windmill works and the animals have to work less, then they become less stressed and worked and can relax. They can then think about how the pigs are exploiting them. Napolean realizes that the animals need to be overworked and tired so they wont start questioning his authority.
