I believe the answer is: warm, dry, and sunny

In order to create photochemical smog, the atmosphere in that area need to contain high levels of ozone and nitrogen oxides,
This could only be exist in a place with warm, dry, and sunny climate combined with chemical pollution that created by vehicles and factories.
