He was a famous police officer who was a whistle blower in the 60s and 70s who pointed to many corruption scandals in the New York police department. Because of his testimonies and claims, mayor John Lindsay appointed the Knapp Commission to investigate the scandals. There were numerous changes in the NYPD because of his testimonies which were correct.
