The Articles of Confederation and the Perpetual Union, known as the Articles of Confederation, were the first document of government of the United States of America. They were approved by the second Continental Congress on November 15, 1777, after several months of debate.

Since articles of the confederation were unable to tax or regulate trade, there was no way for it to make the States follow the laws that it passed. The articles could go though any change unless it was an unanimous decision and any action from the congress had to be approved by 9 of the 13 state delegations.
