The answer to your question would be the fourth option which is (10,3).

Solution:
(x,y)►(-x,-y)
Substitute:
(-10,-3)►(-(-10),-(-3))
=(10,3)

So the coordinates of the 180° clockwise rotation are (10,3).

Remember that to rotate a point 180° clockwise or anticlockwise, we need to apply the following rule:
(x,y)
(-x,-y). In other words, the new coordinates of the point will be the negative coordinates of the point before the rotation.

(-10,-3)
[-(-10),-(-3)]
(10,3)

We can conclude that the coordinates of the point after a 180° clockwise rotation are: (10,3)
