What point was being made by the Athenians Pericles and Aristotle when they used the words useless and beast?

Beasts was the .names used by Pericles and Aristotle for citizens that did not participate in Athens.

Aristotle articulated that anyone who either cannot lead the common life or is so self-sufficient as not to need to, and therefore does not partake of society, is either a beast or a god.
