Who makes the original budget? Who has to then approve the budget

The United States did not have a formal budget approval system until 1974 when Ronald Reagan rejected spending funds that had been approved by the Congress.

Today, the original budget is made by the Office of Management and Budget and is approved by the President himself.

The President reserves the right to Veto the budget and ask for adjustments.
