Why did colonial powers often leave their colonies poorly prepared for nationhood

In several cases the imperialist did very little to support the local population to grow in intellectually and economically. In addition, the divide and rule tactics often left the people so severely divided to unite again.Belgium is the typical master which ensured that their colonial subjects were uneducated, economically poor and ethnically divided.
