Mikhail Gorbachev was the last leader of the Soviet Union.

He introduced the policy Perestroika, which means "restructuring" in Russian. This policy envisioned the economical growth of the Soviet Union.

It meant to re-establish private property (The State is still the main proprietor, but private property is possible.), liquidate State monopolies, decentralize business related decisions and create industrial, commercial and service sectors, with national and international privately owned companies.
