How is the moon positioned when there is a high tide?

When the moon is either full or new, the high tides are at their highest. These tides are called 'spring tides'. The reason why the tides are highest here is that the gravitational pull of the sun and moon are combined during both of these moon phases.

When Sun and moon comes on one side of earth we get spring tides,(high). More pull of gravity.
