When Scripture says, "Again, I assure you: If two of you on earth agree about any matter that you pray for, it will be done for you by My Father in heaven," what is it referring to?

By "my father in heaven" they are referring to God. They are saying that if you two are good-hearted and pray on something you both collectively want, God will reward you and give you what you want.

As a bible teacher this verse is saying that if you pray for something anything god will answer it and he will make sure it is done, as long as you have the right heart condition
