The main problem of the Articles of Confederation was that they did not give the federal government the power to tax. Remember that the american revolution was fought against an authority that thaxed the american people without them accepting it and the americans were loath to create the same thing for themselves.
The new government of the U.S. owed debts to many people in Europe, but many states fought over which had to pay those debts.
