Answer: I interpreted this more as him admiring her voice, so it is for sure not sarcasm. I believe figurative language fits this best because there is use of simile, which is considered figurative language. The simile is when it says “as if each speech is an arrangement of notes”. Similes compare two things and this is comparing her voice to music.
