the rule is true because every number can be expressed as a decimal, and multiplying the number by 10 moves the decimal ONE place to the right.

example:

5961 in decimal form is 5961.0

multiply 5,961.0 by 10 and the decimal point moves one place to the right.

5,961.0 turns into 59,610.0
