What is a voice over in screen writing

Answer:

It is usually like a narraration of what is going on on the screen. A common example is on news broadcasts when they are showing a clip of something happening somewhere, and the news narrarator is explaining the situation. It would be pretty much the same in any other situation as well.

The dictionary definition is: "a piece of narration in a movie or broadcast, not accompanied by an image of the speaker."
