Determination of number of votes:

The number of electoral votes for each state is determined by the number of senators and representatives allotted in the U.S Congress delegation. In the U.S Congress delegations, electoral votes are based on the poll.

There are 100 Senators + 438 Representatives = 538 total electoral votes. Every state elects two senators and one House of representatives depending on the population.

The total number of electoral votes is three plus proportionate to its population, two for Senators and one for a Representative. In the twenty third Amendment, Constitution Columbia allotted three electors.
