Answer:

The Romans granted the people in Latin cities full citizenship because they all shared a common language. The Latin communities were immersed in Roman culture, because much of their land was given to Romans. The Latin state that was formed was able to subdue and conquer all of the non-Latin Italian communities. The conquered people were given only half citizenship because, even though they were part of the Italian peninsula, they had little in common with the Romans.
