No. 3x - 4y = -6 is not equal to 6x - 8y = 12. If you multiplied the first equation by 2, it would be 6x - 8y = -12, not 6x - 8y = 12. As for the second pair, if you multiply 2x + 5y = 1 by 3, it would be 6x + 15 = 3. So the second pair are equal.
