A seismometer or a seismograph is a scientific instrument that is used primarily to measure earthquakes. When an earthquake happens it sends out two different kinds of waves and those would be body and surface waves. With a seismometer, we can measure the strength and speed of the waves from the epicenter of an earthquake and thus know how strong it is. So the answer is that it measures body and surface waves.
