Explanation:

Anyone can draft a bill but only the members of Congress can introduce legislation. So the bill is now a proposed legislation which is under consideration by the legislature. But a 'bill' becomes a law when it is only processed by the legislature and mostly it is approved by the executives. Now, if the bill has been approved and converted into law, then it is known as an ‘act of legislature’ or a ‘statue’.
