Public policy is deemed strong if it supports government institutions and policies and solves the various problems efficiently by encouraging active citizenship. In US it is not only the result of various policies but the examination of various governmental decisions.

The first step in framing a public policy is to identify a particular issue, them finding a solution for it and at last the implementation of the solution.
