(MUSIC) -In 4-6 sentences, explain why the term "neoclassical" can be appropriately used to describe the Classical period?

To be honest, I don't think you can describe the Classical period as 'neoclassical'. The Classical period and the neoclassical period are two very different things, even if the neoclassical period was a movement that captured the 'Classical' sound.

You could say that harmonically, the neoclassical period was very much like the Classical period.
