The main difference between them is banding. Banding is when a rock consists of thin layers that alternate between 2 different minerals. The layers usually have the same kind of mineral but in different proportions and that gives a rock its stripes. So basically most other rocks do not have the stripes so you can see what is and what is not a foliated rock.
