Explaintion: Rome was a fierce for its warriors and whenever they took over cities they would kill a lot of warriors they came across but they would also take in the people from those cities and have them live in their own city of Rome tax free, and on top of that, they would also let them worship their own gods, allowing they're own idols.

Explanation: They created a republic in part because of the way they treated the people. Even if they killed warriors they didn't bother the townspeople, they let them ground in Rome without paying fees and made no religious imposition
