Why is c++ called a basic radical?​

Now anions(CL-, SO4-- etc.) are generally termed acid radicals because they are generated from the hydrolysis of acids(HCl,H2SO4 etc). And cations(Na+, Ba++ etc) are generally termed basic radicals because they are generated from the hydrolysis of bases(NaOH,Ba(OH)2 etc)
