The answer is the last option.

You want a range that reasonably encompasses the max and min and can also be divided easily into smaller parts.

The third option excludes the min.
The first option encompasses max and min but not reasonably (why go all the way to 5?).
The second option includes the max and min but it’s hard to divide it into smaller parts.
