When doing these types of problems just look at what the problem is asking and for this question it is asking cups to water. Once you know what it is asking you put the numbers in order of what they are asking.

Answer:

3:5

Explanation:

The recipe uses 3 cups of rice, and 5 cups of water. The black beans are unnecessary. So, there are 3 cups of rice to 5 cups of water in the recipe. Thus, 10 cups of water would require 6 cups of rice, and 15 would require 9, and so on.
