In the given table since all the data values has two digits therefore for plotting stems we have to find the largest and smallest number at the tenth place in the given data series.

Data series is:

19, 18, 23, 24, 31, 32, 16

Smallest number at tenth place = 1

largest number at tenth place = 3

So the stems used to plot the data are 1, 2 and 3
