Bill of rights is a fractional mention of amendments in the constitution and the constitution specifies intricate laws to safeguard it. It was created when federalist demanded that states are to be given power.

It guarantees that the Legislature does not possess any power to generate regulations that are curtailing the freedom of speech of the people. Freedom of speech ensures that no oppressive section in the society is formed.

But Madison drafted bill of rights to protect the basic rights of Native Americans and no section can subjugate any other person from basic rights to live free, to speech and express.
