Article I, Section 8 gives Congress the power to lay and collect taxes, duties, imports, and excises. The Constitution allows Congress to tax in order to provide for the common defence and general welfare.


3/4 th of the total states must have to agree to pass an amendment. Therefore, if not all the states than atleast 3/4 of the states should agree.
