The formula of the capacitance is


C=(q)/(V)

If you half the potential difference, you'll have the new capacity


C_1 = (q)/((V)/(2))=(2q)/(V) = 2\cdot(q)/(V)=2C

So, if you half the potential difference, the capacitance doubles.
