Can a changeful AC current be measured over time? if so, with what instrument?

The ideal instrument to measure and watch the signal over time is an oscilloscope. This instrument can draw the signal over a lapse, and make different measurements with the captured data. Some of the measurements can be Root Mean Square RMS, mean, Peak maximum, etc.

Voltmeter can also measure the data but just in the instant is observed. Can be used to capture some points of the changeful signal.

To be clear AC current by itself mean that the current is changing over time, that is why is called Alternate Current. So finally the instrument to measure, depends on the parameter to observe.
