In order for a line to be perpendicular, its slope must be the negative reciprocal of the other line. We’re solving for the b part of y = mx + b

The new line = -4x + b

4 = -4(-2) + b

4 = 8 + b

b = -4

The equation of the line is y = -4x - 4
