(this is different than normal monarchy which provides all the nobles with unlimited power)

In Parliamentary Democracy, the person that held the status as the head of the government is different that the head of the country. This type of government is a full embodiment of the constitutional monarch's principles.

Example of this would be the Great Britain. In that nation, a Queen act as the head of the state. But all laws and other governmental matters are controlled by the Prime minister.
