B. In the utility closet away from food. If he put it on a shelf above his work area, the chemicals could fall into his food. If next to the door, someone could knock it over and slip and fall, and if in a food storage, the same thing can happen with A; it could fall into the food.

This way the chemicals doesn't get into the food accidentally and make it unsafe to eat
