Revolts by conquered peoples were common soon after defeat, but were also short-lived and unsuccessful. New urban centers became smaller versions of Rome, where gradually the local elites learned Latin, worshiped Roman gods, adopted Roman visual arts, and were sometimes granted citizenship.
